    "content": "Mr. Speaker, Sir, one sure way of sparking off violence on nomination day is for a popular candidate to go into the nomination and come out and tell his supporters: “I have been blocked.” Under the Elections Act, Section 22, we have provided high standards that presidential contenders and their deputies, governors and their deputies must hold a degree and as a result of that, many potential candidates are now scrambling going around for certificates, diplomas and degrees – some of those degrees even being honorary and not academic."
