    "content": "I wish to state as follows with respect to the procedure to be followed in considering the proposed rules of procedure for the election of Members to the East African Legislative Assembly otherwise acronymed “EALA”: As you are aware, the House, yesterday, Tuesday, 8th May, 2012, adopted a report of the Departmental Committee on Defence and Foreign Relations on the proposed rules of procedure for election of EALA Members and resolved that the rules be committed to the Committee of the whole House. Upon the Order being read, the House will move to the Committee of the whole House and Members will examine sequentially and substantively each of the proposed rules and schedules one by one as is the case in a Committee Stage of a Bill. Hon. Members will be at liberty to propose amendments to any rule once the Chairperson proposes the question “that Rule No. X be approved” as we normally do in consideration of clauses of a Bill. After all the proposed rules and schedules have been disposed of, the Chairperson will call upon the Chairman of the Departmental Committee on Defence and Foreign Relations to move “that the Committee of the whole House doth report to the House its consideration of the proposed rules of procedure for election of Members of East African Legislative Assembly and its approval thereof with or without amendments.” If the Question is agreed to, the House will resume and the Chairperson reports to the House. Finally, the Speaker will call upon the Chair of the Committee to move the Motion “that the House doth agree with the Committee in the said Report”. The resolution of the House in accordance with the provisions of Standing Order No.119, paragraphs 2 and 3 which states inter alia “that the House doth agree with the Committee in the said Report” will conclude the consideration of the rules by the House.
