    "content": "Madam Temporary Deputy Speaker, the ruling of the Speaker has saved this important process. But I am a bit saddened by the fact that even as we make contributions after tabling this Report here to seek for adoption by the House, I will say that it has actually been overtaken by events because the estimates of revenue and expenditure, which were tabled in this House on 26th last month, should have incorporated the recommendations of the Budget Policy Statement as adopted by the House. Therefore, we are now legislating after the event. It is a bit complicated. But I appreciate that we are just in the second year of the budget making process after promulgating the current Constitution. Therefore, it should be understood in that context. I urge and request the Treasury to live within the spirit and letter of the new Constitution so that, in future, we are not caught up in this complicated state of affairs."
