    "content": "Mr. Speaker, Sir, I am definitely guilty of not observing Article 43 of the Constitution. Indeed, the Constitution challenges the health system to do a lot of things to ensure that Kenyans have a right to affordable and quality healthcare. That requires financing and institutional building. That is one of the reasons that I said that we must begin to walk today by noting the shortages and deficits, realizing the job that is involved and not only react spontaneously to problems as they arise. I have said that we are factoring in now resources for training. We did not have it last year although we had it in our Budget. We have drawn the attention of the Budget system to the fact that these trainings are necessary. As the hon. Member rightly said, if we can start with one speech therapist at a time which is a very inadequate response to the problem, to me, that will be at least something. It is better than nothing. I agree with the hon. Member completely."
