    "content": "Mr. Deputy Speaker, Sir, indeed, this is a sorry state of affairs. We have not refused to pay. There is only a delay in payment and not refusal. We follow all the court orders. That is why immediately this issue was brought to my attention; I quickly prepared a Cabinet memo and sent it to the Cabinet purely for technical reasons. I am a Member of the Cabinet. I cannot be seen to be going against decisions made by the Cabinet. That is why I have now prepared another memo to rescind the decision that was made by the Cabinet."
