    "content": "On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the Minister to come here and avoid facing the people of Kenya? If you look at the answer he has given, you will see that he has referred to Article 31(i) and there is no 31(i). I think he meant 3(1). If you allow me, 31(1) is what he refers to as (i). It says that:- “The Central Bank or the Minister may publish in whole or in part at such time and in such manner as it or he thinks fit any information furnished to it or him under this Act, provided that that information shall not be published if it will disclose the financial affairs…”"
