    "content": "On a point of order, Mr. Deputy Speaker, Sir. I am concerned and worried about the attitude this Minister is taking, given the very clear language of the Constitution. Just like your last question on why he is relying on a Cabinet memo of 1998, he is now purporting to rely on Section 31 of the Banking Act, which predates the Constitution. Article 35 of the Constitution is very clear and we are all obliged at all times to uphold the Constitution. The information that is being held by the banks is being held in trust for the public. The banks are collapsing not because they are badly run, but because you are concealing the mismanagement and the crimes that are being committed."
