    "content": "(b) The KBC has not made any actual monetary investment in K24 TV and Ghetto Radio. The KBC had two idle broadcasting frequencies and wanted to counter competition and generate additional revenue. Since the KBC did not have funds, they got a proposal from Regional Reach Ltd. who gave a goodwill of Kshs10 million. This investment was approved by the KBC Board of Directors as required."
