    "content": "Mr. Speaker, Sir, I would like to thank the Minister for the response. I was prompted to ask this Question by issues of equity in allocations. The NWSB covers 23 districts. From the latest information that I have, out of the 23, the top three for this financial allocation are Lagdera, Kshs50 million, Mandera Central, Kshs7 million and Laisamis, Kshs25 million. The bottom three were Mandera West with Kshs5 million, Isiolo, Kshs7 million and Chalbi, my own district, only Kshs8 million. Those allocations should be based on needs assessment in those regions. I want the Minister to tell us the rationale for those allocations, because they are not based on needs assessment."
