    "content": "So, this was a council project which started through political pressure. This is because we have looked at the recommendations of the community at the LATF level. The community has never prioritised this project. However, now that the building is already there and some phases are past three-quarters complete while others are not, we have asked the council to use LATF money and its revenue to complete the project. Our estimate is Kshs27 million. As a Ministry, we have no intention of getting involved in this project, because even the council has never even requested us for assistance. Since the project was started by the council, it should complete it."
