"content": "Mr. Speaker, Sir, when the NARC Government came to power in 2003, there was a brand new Ministry of National Reconstruction which was supposed to be dealing with such stalled projects. This Ministry was abolished or renamed by 30th June, 2004. The assumption was that they had rehabilitated all the stalled projects. How come that the Ministry can now claim that it cannot force the Municipal Council of Eldoret to complete a project that is necessary and has stalled for so many years?"
