    "content": "Mr. Speaker, Sir, while appreciating the Assistant Minister's response, Kenyans have lost their lives. The police can pursue raiders. However, the police do not have the means and the capacity to get to places where raids have taken place, in good time. Police in my constituency are behaving like insurance assessors. They go to the scene after the event has happened. I want to believe that the major role of the police should be to prevent and contain the crime at the time it is committed."
