    "content": "So, Mr. Temporary Deputy Chairman, Sir, those are two different institutions with different mandates and yet, they perform very important functions in terms of regulating and registering the accountants in Kenya. Now, the proposal by the hon. Member is to lump those two bodies together. The Council, the policy and the executors of that policy cannot be put in the same kind of category because they have different functions. It is the checks and balances that are required here by separating the functions in the way it is done in this Bill."
