    "content": "I just wish to remind people that the Rome Statute places primary responsibility on the nation states to investigate and prosecute the crimes which are enshrined therein. It does not place primary responsibility on the ICC. The resposnibility is on the nation state to investigate and prosecute those crimes. It is only where the nation state is either unwilling or unable to genuinely investigate and prosecute crimes that the ICC may come in."
