    "content": "On a point of order, Mr. Deputy Speaker, Sir. You heard the Assistant Minister say that he has done the best he can and there is nothing more he can do. The Assistant Minister ought to know that there is a National Cohesion and Integration Act. Section 62 of that Act states that any person who utters words which hurt the feelings of others and which encourage contempt, hatred, hostility, violence or discrimination against the person or group on the basis of ethnicity or race commits an offence and shall be liable on conviction to a fine not exceeding Kshs1 million or imprisonment for a term not exceeding five years or both. In the circumstances, is it in order for the Assistant Minister to say that he does not know that the law exists?"
