    "content": "Hon. Members, the second Communication is with respect to the point of order raised by the Member for Kisumu Town West. On Wednesday, 17th August, 2011, during the Committee Stage of The Political Parties Bill, 2011, hon. Olago Aluoch rose on a point of order claiming that Clauses 10 and 14 of the Bill as passed by the Committee of the whole House were unconstitutional. Hon. Olago Aluoch argued that Clause 10 as passed by the Committee in allowing for the formation of a coalition of political parties prior to an election was in contravention of Article 108 of the Constitution, which he argued contemplated the formation of a coalition only after the constitution of the National Assembly and the Senate."
