"content": "On a point of order, Madam Temporary Deputy Speaker. My question had two parts and he has done very well on the first one; but he has avoided the second part. The second part was, he has seen this trend. I say this with authority because I have been in the Civil Service and handled projects of the Provincial Administration. If you find you do not have enough money, why is it not possible for you to phase the project, so that the first, second or subsequent phase is usable instead of spreading the money on a large project, all at once?"
