    "content": "Madam Temporary Deputy Speaker, the Government has not yet commenced the process of restructuring of the provincial administration. That will have to await specific legislation. On the issue of the drafting of the Bill, the process is ongoing and will shortly be presented to the public for consultation, before it is submitted to the Commission on the Implementation of the Constitution and to this House for debate as required. That is the legislative procedure in the implementation of the Constitution. I hasten, however, to point out that service delivery to Kenyans by the Government cannot be suspended until a legislative framework is put in place. The Government is a creature of the Constitution with a clear mandate, which it can exercise through an administrative arrangement."
