Let me state clearly that these are administrators and clearly, as we all know, the District Commissioners (DCs), Provincial Commissioners (PCs), chiefs and so on, are the ones who are used to reconcile the wananchi wherever they are. So, exactly what the DCs and District Officers do within the region, is what these officers who have been deployed are going to do. They have been deployed administratively."
