I have referred the Minister to specific provisions of the Constitution of Kenya that clearly define who constitute the security organs of Kenya. He is telling us that his paramilitary group is actually going to co-ordinate security also. Can you tell us whether that is also within the law, because it says that you will only manage security according to the law? What law is the Minister using?"
