I contributed to asking for the Ministerial Statement, and I pointed that out, knowing that there could be the issue that he is going to talk about; this is the issue of secretaries and under- secretaries within the Ministry. I want to ask you to state categorically, if you were to appoint using seniority, are there no women today who are under-secretaries or secretaries, and who could have been appointed? This is the grade that the Government in doing postings."
