    "content": " Mr. Temporary Deputy Speaker, Sir, this is a very serious issue. Ordinarily, we arrest suspects after doing preliminary investigations. After arresting the suspects and they are taken to court, we are told that the evidence we have produced in court is not enough to charge somebody with murder. So, we have re- investigate the matter thoroughly. That is exactly what we are doing. Hon. Gitobu Imanyara knows what the Constitution says; it states that within 24 hours you have to take the person you have arrested to court."
