    "content": "Mr. Temporary Deputy Chairman, I beg to move:- THAT, Clause 27 be amended— (a) in subclause (1), by deleting the word “Minister” and substituting therefor the words “Cabinet Secretary”; (b) in subclause (2), by inserting the following new paragraphs immediately after paragraph (c)— “(d) prescribe, subject to any other written law, the manner in which persons operating drug abuse treatment and rehabilitation facilities and persons practicing in the field of drug abuse treatment and rehabilitation may be licensed; (e) prescribe guidelines for the prevention and reduction of drug demand and abuse.”"
