    "content": "Mr. Temporary Deputy Chairman, I beg to move:- THAT, Clause 28 be amended by— (a) deleting the word “Minister” wherever it appears and substituting therefor the words “Cabinet Secretary; (b) inserting the following new sub clauses immediately after sub clause (2)— “(2A) Any person who, at the commencement of this Act, is a member of staff of the former Authority shall, on the appointed day, become a member of staff of the Authority on the same or improved terms and conditions of service as may be specified by the Cabinet Secretary."
