    "content": "Mr. Deputy Speaker, Sir, I want to draw the attention of the House to the fact that between the time when the Constitution was passed and now, we have achieved a rate of 11 per cent of the chiefs being female, which comes to about 1,000. I have no problem with this matter being interrogated by the Committee of Parliament. However, the reality on the ground is that females are not applying. When they do, we recommend them. In many communities there is still resistance because of cultural issues."
