    "content": "On a point of order, Mr. Deputy Speaker, Sir. Is it in order for the Assistant Minister to deliberately undermine the very specific language of the Constitution and in this regard Article 55? I will read it to him. It states thus: “The State shall take measures including affirmative action programmes to ensure that the youth have access to relevant education and training, have opportunities to associate, be represented and participate in political, social, economic and other spheres of life---“ This is the provision in the Constitution. Is it in order for him to rely on a practice that is outdated, predates the Constitution and undermines the very principles upon which we have fought so hard to get the new Constitution in place?"
