    "content": "Mr. Temporary Deputy Speaker, Sir, I want to mention the new Constitution and the fact that the most important feature of the new Constitution is devolution. Devolution is the thing that that is going to be different from the current system that we have. Therefore, we are looking forward to a complete government; an autonomous government - and not a centralized one. So, when we have the President making decision to now load on the county government commissioners that have not been agreed on, I think it is not in order. We want to say that because this devolution is what we are looking forward to, and because governors are going to be in charge of counties, their input on whoever is going to be in charge of security; that is the Governor that has been given that by the Constitution and that must be respected."
