"content": "Mr. Temporary Deputy Speaker, Sir, there are many challenges that we have, but there are two fundamental challenges that this country faces today. As we go to the general election, we must resolve and ensure that this country, more than any other time, has food security. We all know that when it rains, like it has been raining now, we do not harvest all the water. It goes to the Indian Ocean and the moment that there is drought, then we are faced with food shortages. We have to import and sometimes even beg or ask for donations of food. We have to do what other countries have done. More than 20 years back, India used to be a basket country. It used to depend on donations of food from other countries. But about 20 years ago, India decided that it was going to be self- sufficient in food production. What did they do? They embarked on major development of very big dams to ensure that rain water would be harvested. It also embarked on major research to ensure that the right seed would be produced. It embarked on ensuring that very affordable fertilizer was available. Twenty years now, not only is India so sufficient in its own food, but it also produces surplus food. We want to get into that situation."
