    "content": "Mr. Temporary Deputy Speaker, Sir, I also want to appreciate the programmes undertaken by the Government particularly the concept of Free Primary Education (FPE) and this is a programme that is really successful given that by 2003, 5.2 million pupils will have been enrolled in our primary schools. After the initiation of this progamme by the year 2007, we have got 10 million pupils who are now enjoying this programme. So, it is really a success but I also want to put a rider that we have noted that some development partners have withdrawn their support due to misappropriation in the FPE kitty and I think this is an issue that the Government should take into consideration to ensure that we get support from our development partners and that the programme assists all."
