    "content": "Mr. Deputy Speaker, Sir, the other problem which we have is that the Government talks about a lot of money that has been disbursed, for example, Kshs3.6 billion and 5.4 billion, but we do not see it. Could the Minister consider increasing this amount? One of the reasons why we have not seen better results out of this is because of the small amount of money that is given, namely, Kshs50,000. The Government came up with this in 2006, which is a long time ago and this was some kind of an experimental scheme out of the elections of 2002. Could he consider increasing this amount? This will have better results."
