    "content": "Mr. Deputy Speaker, Sir, considering the fact that this entire process started sometime in October, 2011 and the entire country is awaiting with bated breath for the reform process to run its course, the Committee recommended that His Excellency the President may consider nominating the Chairperson of the National Police Service Commission. That person should have a sound legal background, given the mandate of the Commission as quasi-judicial. He may nominate the Chairperson from one of the three persons named hereunder, who have been duly interviewed, vetted by the Committee and met the requirements of Chapter 6 of the Constitution; that is, on Integrity. (i) Ms. Jean Njeri Kamau; (ii) Mr. Murshid A. Mohammed; and, (iii)Mr. Johnston M. Kavuludi. Mr. Deputy Speaker, Sir, the Committee further recommended that His Excellency the President may consider nominating the five nominees to the National Police Service Commission as vetted by the Committee and also meet the requirements of Section 5 of the National Police Service Commission Act, 2011, which give further effect to Article 246(2)(a)(ii) and (iii) of the Constitution. These persons are:- (i) Esther Chui-Colombini; (ii) Ronald L. Musengi; (iii)James A. Atema; (iv) Dr. (Maj.) Muia Mutia; and, (v) Mary Auma Owuor. Mr. Deputy Speaker, Sir, the police reform process is something that has been awaited for a long time. The circumstances surrounding this issue are so extraordinary that this reform process should be moved forward. The only way to move it forward is to consider the adoption of this Committee’s Report. Mr. Deputy Speaker, Sir, I beg to move and ask hon. Kiilu to second."
