    "content": "Mr. Deputy Speaker, Sir, I also wish to rise on a point of order to lend a hand to what hon. Namwamba has said. In so doing, I wish to draw the attention of hon. Members to Standing Order No.47(3), which says:- “47(3) If the Speaker is of the opinion that any proposed Motion- (b) is contrary to the Constitution, without expressly proposing appropriate amendment of the Constitution, the Speaker may direct that the Motion is inadmissible, or that notice of it cannot be given without such alteration as the Speaker may approve.”"
