    "content": "Mr. Deputy Speaker, Sir, I would like to state that the pension benefits of Ms. Alice Wambui Kabugi were, indeed, released to her account but there was an excess payment of Kshs1 million. This discrepancy was discovered belatedly and the account was frozen. This was done as recently as 11th May, 2012 by the Banking Fraud Investigation Unit of the Kenya Police. Therefore, the Pensions Department feels that the matter lies with the police, who are handling the investigations. However, I would like this House to understand the situation and give me a little time, in the spirit of collective responsibility, to co-ordinate and ensure that the Banking Fraud Investigation Unit ensures that what is due to Ms. Alice Wambui Kabugi is released to her and what is not hers can then be a matter of further action by them."
