    "content": "Mr. Deputy Speaker, Sir, “other authorities” means that for them to get involved in Homeland Security, the Government, through the established agencies, must request for the assistance of the Kenya Defence Forces. Mr. Deputy Speaker, Sir, thirdly, it is this Parliament that decided. They may be deployed to restore peace in any part of the country under emergency circumstances with the approval of the National Assembly. Therefore, what is happening in hon. Sirat’s constituency, your constituency and my own constituency is the work of the Police, Administration Police and other security organs. It is not the work of the Kenya Defence Forces.
