    "content": "Mr. Deputy Speaker, Sir, the issue of rendition of Kenyans to Uganda and other foreign countries is a matter of great national concern. Members of Parliament, at different times in the Ninth and Tenth Parliaments, and in earlier Parliaments, have raised the fundamental issue of the constitutional rights of Kenyans. “Rendition” is the transfer or handing over of persons or property, particularly from one jurisdiction to another jurisdiction."
