    "content": "Mr. Speaker, Sir, the NIB was not able to implement the project because of some complications that existed on the ground. The hon. Member is well aware of the problem in his constituency. The communities had not agreed on the irrigation project and, therefore, the hon. Member has been helping NIB to solve those community problems. However, right now, the matter is resolved and the hon. Member is aware that the project is on course now. The contractor will be on the ground next month. He is well aware of the intricacies involved in this particular project."
