"content": "On a point of order, Mr. Speaker, Sir. I was very categorical because there are no issues in Mandera. The irrigation programme is cross-cutting the three constituencies of Mandera West, Mandera Central and Mandera East. The three Members of Parliament have met over this issue. There has been no complaint from the ground or any problem. But the Ministry of Water and Irrigation has not commenced this project. So, could he tell us why he has delayed since there are no issues there?"
