Member knows that one of the reasons as to why the equipment could not be delivered was that we were moving from analogue to digital systems and, therefore, we had to order for them a most appropriate X-Ray machine that will serve them in the future rather than give them an analogue X-Ray machine, which will shortly be obsolete. Secondly, the hon. Member knows that in order for the X-Ray machine to work properly, given the climate in Lamu, there is need for a specially prepared room for such an X-Ray machine. Therefore, the situation is under control. I have assured the residents of Lamu and the hon. Member that the Government is not reneging on its duty. If anything, the Government is trying to do something that is much better than was originally envisaged."
