Is the Minister in order to lament that Parliament is being used as a debt collection forum when a Government local authority, which is part of the Government, bullies a citizen for eight years, and bankrupts their business by refusing to pay for services rendered? Is he in order to tell the House that we should not act on behalf of members of the public when the Government and the department he is supervising is misbehaving and bullying citizens?"
