    "content": "The reason why I touched on these letters is because the matter is weighty and a communication needs to come so that we know how we are going to proceed in disposing of this issue. This issue will require the Office of the Prime and the Office of the President to consult and be in agreement before the House proceeds. So, I was not re- opening debate as to the constitutionality or otherwise of the matter but, rather, I was asking the Chair to make the communication. The Chair had promised to make that communication today. Actually the Communication was supposed to come yesterday."
