"content": "The argument you are advancing as to whether or not the Cabinet approved this Bill before the Attorney-General brought it to the House or caused it to be published, to me is unusual. I would have used a stronger word but I do not want to. I am being very cautious here. I want to restrain myself and keep myself restrained. Just, what are you saying? Is Parliament bound by what happens in the Cabinet or is what happens in the Cabinet only instructive to the Attorney-General?"
