Members, I am convinced that the issues raised and ably canvassed by inter alia the Member for Gwassi, Mrs. Odhiambo-Mabona and contributed to by several other hon. Members of Parliament including Mr. George Nyamweya, the Minister for Transport - Mr. Kimunya, the Attorney-General, the Member for Sirisia are weighty and that they deserve respectful consideration. That notwithstanding, I am not convinced that I can find as the Member for Gwassi endeavoured to persuade me to, find that business at Order No.8 namely The Statute Law (Miscellaneous Amendment) Bill, Bill No.14 of 2012 is unconstitutional. I am unable to do that. I do not have adequate material before me from the arguments very ably articulated to make that finding. However, I would like to accord myself an opportunity to reflect into the matter further and give further directions as may be necessary. For the moment, however, I would like to take whatever interest there may be in this Bill on board. So, I will direct that debate continues but that I will give directions before we get to the right of the Mover to reply and before we proceed to a vote on the matter. So, that is how we will proceed and I will give those directions on Tuesday. So, I want to take whatever interests there may be in the Bill at this point. Yes, the Minister for Justice, National Cohesion and Constitutional Affairs!"
