Pursuant to the provisions of Standing Order 178, other Members will be at liberty to attend and participate in the meetings of the Joint Committee, but will neither be entitled to vote nor constitute a quorum. The Joint Committee should identify the grievances of the group, the root causes of those complaints and make appropriate recommendations urging specific policy action on the issues identified within the ambit of the Constitution and the law. I want to repeat that, within the ambit of the Constitution and the law. Please, all Members, note that. I thank you."
