"content": "Mr. Speaker, Sir, I wanted to bring to the attention of the Assistant Minister that in various countries which actually practice prison reforms, the conjugal rights are given because they tend not only to preserve the family unit of the prisoner but they also encourage good behaviour. In countries like France and Canada, prisoners who have been qualified to a certain level are allowed elongated family visits. Does the Assistant Minister require a law to be passed by Parliament for that to be effected and yet the Ministry can gazette certain rules to effect Article 51 of the Constitution? Must she wait for all that process when it is within her powers under Article 51 to gazette rules that will enable immediate enjoyment of this constitutional right? Remember the prisoners voted for this Constitution."
