Land that belongs to the county councils or the municipalities is not supposed to be allocated by the Ministry of Lands without the authority of the respective county councils, municipal councils or city councils. So, unless the city council gives authority or it gives a letter of no objection, the Commissioner of Lands is not supposed to allocate any land on behalf of the City Council, town councils or even county councils."
