    "content": "Mr. Temporary Deputy Speaker, Sir, there are cases where land has been allocated by the Commissioner of Lands without the knowledge of the county councils or local authorities. In some cases, title deeds had been issued. If the land does not belong to the county council or municipality, then it belongs to the Commissioner of Lands. So, unless this land belonged to the county council, the council might not know whether the Commissioner of Lands allocated it or not. So, that is why I said that we are not aware whether it had been allocated or not."
