He says the OCPD who was supposed to be in Kandara is based in the neighbouring district which is called Kigumo. In terms of size, Kigumo is smaller than Kandara. Even in terms of population, Kandara has a higher population. Kigumo has only a police station, but in Kandara, there are three. What is the logic behind placing an OCPD in Kigumo which is smaller while Kandara which is bigger has no OCPD?"
