I have got this information from the people who conduct these polls; they are a society called Marketing and Research Association of Kenya. They are telling me that this is big business and because it is big business, if we do not enhance the punishment, people can ignore the law because they know they will make a lot of money and still be able to meet the fines. So, they have enhanced the punishment that we take it from a fine of Kshs500,000 to Kshs1million."
