    "content": "Mr. Speaker, Sir, I am not contradicting myself. The hon. Member knows that our Ministry is usually given very little money in terms of the Development Budget. So, what we do is to supplement the Government of Kenya, Treasury Exchequer Funds with funds from development partners. Development partners would like us to show what the commitment of the Government of Kenya is. So, we may put a sum of money in the Budget, but it may not be enough to complete the project. That is the reason why I am saying that the exercise in Kapsabet between the Ministry of Public Works and the hospital is very important. We might put a sum of money in the Budget, but between here and then, it may not be enough. We do not want to start the project and it stalls again. That is the logic of what I am saying."
