    "content": "Mr. Speaker, Sir, that is a very good question. The initial cost of the entire project was about Kshs7 million and that was in the early 1990s. As the project progressed, it was escalated to about Kshs16 million when the last assessment was made by the Ministry of Public Works. It is at that point in time that the then contractor; Tang Tingna Construction Company, abandoned the project, then we went to court to settle that dispute. Unfortunately, the sole propriety of Tanga Tingna Construction Company died in a road accident. The administrators of the estate were not willing to go to court for this thing to be settled. With the passing of time, nothing has been done. So, rather than trying to pursue that case in court, which lies dormant and there is no interested party to pursue it, we have decided to ask the Ministry of Public Works and the hospital to assess what is needed to complete the project and do the work. That is as it is today. As of now, until the Ministry of Public Works does an assessment, I do not really know how much it will cost to complete it."
